"Yet dealing with terrorism cannot be done by one country alone, however powerful. It will need consistent international action, through combined police work, shared intelligence, the destruction of terrorist cells, and heavy pressure against regimes that harbor terrorists. Complete success here seems unlikely—there will always be some wild breakaway terrorist organization bearing grudges and making unacceptable demands—but reducing their activities to the level where most people in the world can go about their normal business without fear or unreasonable inconvenience should be an aim accepted by all member states of the UN. To do that, they must cooperate.
