Napoleon was now the "master of Europe" and at the peak of his power. This meeting was held on a raft in the Niemen River in Tilsit (Lithuania). Alexander agreed to an economic blockade of Britain, but it turned out not to suit the Russians. Napoleon would support the Russian policy to control the Ottoman Empire. Two days later Napoleon signed an agreement with Prussia cutting her territory by one half and limiting her army to 100,000 men.
