Emperor Kammu moved the capital to escape the influence of the Buddhist monks. Kyoto remained the capital of Japan until it was moved to Tokyo in 1868. The Heian period (794-1185) was known for its court culture and flourishing arts. When Miamoto Yoritomo founded the shogunate in 1185, the emperors in Kyoto were merely figureheads.
