"Ford’s total assets at the end of 2003 were $9.97 billion, which allowed it to make grants of $489 million—much less than the annual moneys available to USAID or the World Bank, of course, but important because of its far greater flexibility and freedom from political (that is, government) interference. In certain regards, the foundation has the attributes of a medium-size state. It has offices in Mexico City, Rio de Janeiro, Santiago, Lagos, Johannesburg, Nairobi, Cairo, Tel Aviv, Moscow, Beijing, Hanoi, Jakarta, and New Delhi—the last named being its largest overseas office. Between 1951 and 1995, Ford allocated hundreds of millions of dollars to some 2,500 grant projects across India. Just to watch the visitors flowing into its offices on Lodi Road in New Delhi is to gain the impression that one is observing an embassy or large consulate in action."
