"Ford’s total assets at the end of 2003 were $9.97 billion, which allowed it to make grants of $489 million—much less than the annual moneys available to USAID or the World Bank, of course, but important because of its far greater flexibility and freedom from political (that is, government) interference. In certain regards, the foundation has the attributes of a medium-size state.
