"China’s New Silk Road project . . . includes a Subsaharan Africa component (Fig. 7-12). Beijing’s 'One Belt, One Road' strategy (see Fig. 5-19) relies heavily on upgrading infrastructure in several African ports— especially Mombasa (Kenya), Massawa (Eritrea), and Djibouti (Djibouti). There also are Chinese plans to build a new U.S. $10 billion port at Bagamoyo, Tanzania, located 60 kilometers (37 mi) north of the country’s capital, Dar es Salaam. The Bagamoyo plan, if ever fully implemented, is projected to become the largest port in East Africa. On land, China is investing heavily in building new and/or upgraded railroads which include: (1) the 'New East African Railway' to connect the Kenyan cities of Mombasa and Nairobi (the capital) with lines that serve Kampala (Uganda), Kigali (Rwanda), and Juba (South Sudan); (2) expansion of the Tanzanian rail network that will include long-distance connections to Djibouti on the Red Sea as well as Angola’s Atlantic ports clear across the continent; and (3) an upgraded rail connection between the port of Djibouti and Ethiopia’s capital, Adis Abeba (Fig. 7-12)."
